sudo apt-get remove libghc-citeproc-hs-data

This will remove just the libghc-citeproc-hs-data package itself.

Uninstall libghc-citeproc-hs-data and its dependencies

sudo apt-get remove --auto-remove libghc-citeproc-hs-data

This will remove the libghc-citeproc-hs-data package and any other dependant packages which are no longer needed.

Purging your config/data too
