Uninstall just elpa-fill-column-indicator

sudo apt-get remove elpa-fill-column-indicator

This will remove just the elpa-fill-column-indicator package itself.

Uninstall elpa-fill-column-indicator and its dependencies

sudo apt-get remove --auto-remove elpa-fill-column-indicator

This will remove the elpa-fill-column-indicator package and any other dependant packages which are no longer needed.

Purging your config/data too

If you also want to delete your local/config files for elpa-fill-column-indicator then this will work.

 Caution! Purged config/data can not be restored by reinstalling the package.
sudo apt-get purge elpa-fill-column-indicator
