sudo apt-get remove ruby-jquery-atwho-rails

This will remove just the ruby-jquery-atwho-rails package itself.

Uninstall ruby-jquery-atwho-rails and its dependencies

sudo apt-get remove --auto-remove ruby-jquery-atwho-rails

This will remove the ruby-jquery-atwho-rails package and any other dependant packages which are no longer needed.

Purging your config/data too
